The move is part of the shire's waste management and resource recovery strategy.
The shire hopes the social enterprises could help provide work for the long-term unemployed and people with minor disabilities, promote reuse of disposed materials and reduce waste management costs.
It said the Eaglehawk Recycle Centre, which employs more than 40 staff and has diverted 13,000 tonnes of waste from landfill while making a profit, was a good example of an employment-waste reduction cycle.
Council will conduct forums in coming weeks to seek community input about .
The first will be held at Trentham Uniting Church Hall on September 18 at 7pm, then at Creswick RSL on September 22 at 7pm, the Daylesford Town Hall on September 24 at 7pm and The Warehouse, Clunes, on September 25 at 7pm.
