The Solar Savers Pilot Program, aimed at low income households, involves councils across Victoria.
Councillors voted to expand on the program due to the popularity of the Hepburn Solar Bulk Buy and Z-Net project as well as strong interest from the community for council led action on emission reduction projects.
Eligible property owners are provided with PV systems through a tender process and then funded by the council.
The property owner would then repay the cost over 10 years through a special rates charge on the property.
This would allow a combination of low interest loans for households and an acceptable rate return for council through a secure loan tied to the property.
