An online consultation hub has been established to consider community views on the placement and management of the memorials.
VicRoads director of policy and standards Andrew Wall said it was recognised some members of the community wanted to mark the location of a fatal road crash with a memorial.
“At the same time, there are a number of considerations to be taken into account regarding the establishment of a roadside memorial,” he said.
“These include the placement and construction of the memorial in relation to road safety, maintenance of the memorial and the concerns of nearby residents and other road users.”
An online forum as part of the consultation will be open until April 19.
The review is expected to be completed by August 15.
The current VicRoads policy on memorials has been in place for more than 15 years.
