The blue Ford hatchback evaded police near Sturt Street at 9am before being dumped near the public toilets at the Alfredton Recreation Reserve about 20 minutes later.
The vehicle had a severely cracked windscreen and the front-left tyre had been completely worn away.
Witnesses who were jogging saw three people exit the vehicle and go into the public toilets before fleeing in different directions, including into the neighbouring Alfredton Primary School.
Police found a large quantity of dumped goods in the pubic toilets, including a suitcase.
The offenders are believed to be in their 20s.
Sergeant Peter Anderson said while police could not yet confirm whether the vehicle was stolen, the number plates did not match the vehicle.
Anyone with information is urged to contract Crimestoppers on 1800 333 000.
