Captain Guy Blackburn addressed a large crowd at the cenotaph on Sturt Street.
He said it was a great pleasure to join the people of the city that the ship he once commanded was named after.
“It doesn’t matter what the weather is like, everyone has come together for that real central cause of Anzac Day,” Captain Blackburn said.
“It seems to be something that has resonated quite strongly with the public here.”
“It is good to see people of Ballarat are out this morning despite the weather.”
