About 165 mm of rain fell in the Creswick/Clunes area damaging roads, drains, reserves and walking trails.
There are still 250 flood affected roads as council moves from emergency flood response to recovery, council said in its latest flood recovery update.
Nearly all urgent repairs have been completed.

Repairs to the Wallaby Walking Path along Creswick Creek have been completed as have repairs to Glenlyon Reserve in preparation for New Years day sports day.
Council has contracted an environmental consultant to survey Creswick Creek for the threatened growling grass frog prior to the dredging of silt and gravel from the creek, from the Moore Street pedestrian bridge to the Shell Service Station on Creswick Road.
