All emergencies were on the scene of the collision that block of the intersection of Walker and Ligar streets.
A white four-wheel drive had sustained front damage, while a green Hyundai excel had rear damage.
An Ambulance Media spokesman said the woman was taken to Ballarat Base Hospital in a stable condition while the other passenger was assessed at the scene.
