HEPBURN Shire residents have called on council to abandon kerbside collection plans, because of an "undemocratic" vote process.

Earlier this year, councillors approved plans to introduce a fortnightly collection to just under 2200 people living in small towns.
Originally there was no opt in or out option, however councillors have agreed to assess submissions for those not wanting the service.
The shire will only accept requests from those who voted no, or can prove they did not receive a survey.
Exemptions will be assessed on issues including access, road conditions, health issues and property logistics.
Despite the concession, a group of 70 passionate residents gathered at a public meeting on Wednesday night to query councillors on the plans.
Many agreed plans should be abandoned altogether, due to the vote process.
They maintain there has been a breach of the code of conduct and council policy, after non-returned votes in the survey were counted as a 'yes' vote.
"I believe this has grave implications for democracy," one said.
Another argued they were "trying to solve a (waste) problem that didn't exist".
The results showed 29 per cent of people voted yes, 31 voted no and 40 per cent did not respond to the survey.
Some said they did not receive a letter, or were unable to return it but that "did not mean they had given consent".
Cr Kate Redwood said bins have been ordered for the households included in the new route, starting on July 1.
She disputed the process was illegal.
"We have always tried to conduct our job honestly and transparently," she said.
"In this instance there was problems along the way but councillors moved as quickly as possible to rectify that and the intention was always the best."
Fellow councillor Bill McClenaghan, who moved the motion for opt in and out, said it was unlikely council would concede and abandon the process altogether.
"Our waste management strategy is guiding us with this," he said.
Submissions to opt in or out will close on June 12.
Residents not included on the original route and who want the service will also be able to request an 'opt in'.
