HEPBURN Shire residents will face a four per cent rate rise, and see $12 million of capital works in the region, under the 2015/16 draft Budget.

Significant projects include the Victoria Park redevelopment ($1.8 million), Trentham community hub ($500,000), Lake Daylesford improvements ($500,000) and a splash park in Creswick ($125,000).
There is also money allocated for Smeaton community centre, Newlyn netball facilities and Trentham and Daylesford netball courts.
The only money allocated to the Hepburn Hub is $250,000 towards construction documentation and tender.
Almost $5 million has also been earmarked for the Asset Renewal Program, which includes roads, bridges and footpaths, and $850,000 spent on fleet, plant and equipment renewal.
Mayor Kate Redwood AM said the draft budget included funds for renewable energy infrastructure and sustainability initiatives on community buildings.
The waste management charge sits at $20 for each levied property and kerbside recycling collection is at $10.
She added the draft budget included a working capital liquidity ratio of 180.7 per cent as of 30 June 2016.
"Last year the council paid down debt by an additional amount of $400,000. This year the budget does not require any borrowings," she said.
"This is an indicator of a strong financial position."
The total amount of borrowings at June 30, 2016, is projected to be $3.1 million. The surplus will sit at $3.6 million, compared to a forecast surplus of $1.9 million in 2014/15.
Council will hold information sessions in each ward about the proposed budget.
Sessions will be held from 6pm to 8pm on: Thursday April 30, Daylesford Senior Citizens’ Room: Monday May 4, Doug Lindsay Recreation Reserve, Creswick and at The Warehouse, Clunes; and on Tuesday May 5 at the Trentham Mechanics Institute and Glenlyon Hall.
