Vincent Street's bitumen was found to be melting in the heat over the weekend, with many residents confirming the poor state of the road.
The same section of road, between Howe Street and Central Springs Road, also melted last year after the section was resurfaced.
Now residents are turning to social media to air their frustration.
"It has got to the stage that I have a pair of shoes for walking in the main street and do now wear them out of my car at home," she said.
"I swap them in a bid to avoid embedded tar and stones on my timber floor.
"Ask anyone cleaning huge traffic areas like the Royal Hotel or Commonwealth Bank - the tar is spread through businesses right through main street."
Jane Barrett also "got stuck crossing the road" this week, saying her shoes were damaged as a result.
"On the first 40 degree day, it will be near impossible to walk across the road."
Andrew Robinson questioned the contractor of the works, saying a bond should only be released after completion.
The Hepburn Shire has been contacted for comment.
