B-double trucks currently struggle to access the growing industrial estate, due to the 3.7-metre high bridge at the estate’s entry.
Suppliers and business owners using higher trucks have to go via Stanbridge Street, which has a 16-tonne load limit and requires a permit.
Residents have been calling for action for years, saying it is halting industry growth and becoming a safety issue at the residential street.
The overall underpass project is estimated to cost $750,000, with council now seeking external funding.
Cr Sebastian Klein said it was “unbelievable” the estate had been blocked for so long.
“It is beholden on us to overcome this bottleneck and support these core businesses in our town,” he said.
Cr Don Henderson agreed, saying it must be council’s priority to look after current and future jobs in the shire.
“It’s about time we found a solution – and it’s not about being worn down by complaints, but about doing what’s right,” he said.
“With this, we’re not funding a piece of art or something small.
“This will benefit a lot of people and could even save lives.”
East Street resident Don Breen welcomed the news, and will soon start a petition to lower the road's speed limit.
"People speed down here, there are numerous pot holes and we have the vexatious thing with B-double trucks," he said.
"As part of this campaign, I want to influence council to reduce the speed because so far, we have had no success in controlling these vehicles."
At last week's meeting, Cr Neil Newitt also moved an additional motion to investigate local treatments for Stanbridge Street to deter trucks from using it illegally.
