The latest incident occurred on Sunday in Trewins Lane, Musk Vale, when a household cat was attacked in a driveway.
The owner, who wishes to remain anonymous, found her injured cat in the early hours of the morning.
"He (Howard) was just sitting in the sun when I heard what sounded like a normal cat fight," she said.
"I banged on the window and thought he was okay, but when I started calling him later, he didn't come.
"When I finally found him, he was just laying there (with horrific injuries)."
She said Howard was still alive when found, but was later put down.
"Of course it's devastating because you just don't expect it," she said.
"He slept on the end of the bed with me and would walk everywhere with me. It's a big loss for me."
Ten sheep and two lambs have also been killed in past attacks in the nearby area.
Many residents believe a large dog is responsible, due to the specific injuries sustained by the animals.
"It's becoming a habit and it's just disgusting," one resident said.
"We just want people to lock up their pets at night so these attacks stop."
The matter has been forwarded to Hepburn Shire and mayor Kate Redwood, who said she is planning a letter drop and public meeting to discuss the issue.
Hepburn Shire has also been contacted for comment.
