The shire will now begin applying for external funding for the hub, which will include a function area, kitchen, library, meeting space and research room.
It will also house the Trentham Neighbourhood Centre office.
The Trentham Mechanics Institute will be bulldozed, which the shire says is in poor, unsalvageable condition, to make way for the hub.
A community reference group spokeswoman said the hub was significant for many reasons.
"The benefits of this new community hub are many - it will be well designed to cater for all user-groups and offer the space and safety needed," she said.
She said the current building was insufficient in size for many regular events, funerals, memorial services and school play groups.
"The (Trentham Mechanics Institute) is 153 years old and is not architecturally significant.
"This hub will help cater for our increasing tourist base and expected population growth."
