Walking around the lake with your own dog on a lead, rounding a bend and coming across a large or small dog off the lead and a considerable distance from the owner can be quite frightening and it certainly makes walking your own dog (lawfully) a most unpleasant experience.
Dog owners are required to have their dog on a lead or face a fine of $100, but no-one ever enforces this around the lake.
It wouldn’t take too long to make up the salary of an enforcement officer on any day, at any time, and a few fines might act as a deterrent.
