HEPBURN Shire Council might have found a solution to a problem faced by most regional councils.
BISCUIT is a new initiative of Hepburn Shire Council designed to fast track the process of obtaining council permits.
The scheme aims to increase business opportunities in the shire.
The Business Initiative Standing Committee is a one-stop-shop for people thinking of or starting the process of setting up a business in the shire.
State wide councils, including Hepburn, have come under fire for permit delays caused by red tape and a chronic national council planning staff shortage.
Council planning manager Sylvester Tan and economy, tourism and recreation manager Geoff Ryan head the committee which meets prospective business operators on a confidential basis to discuss possible business initiatives.
BISCUIT can meet at relatively short notice and provides information on how to go about local government approval processes such as permits.
"This innovative process allows all parties to get together in the same room using a holistic approach to save time," Mr Ryan said.
"Information is provided on all necessary procedures such as filling out planning applications correctly. This streamlines and speeds up the process making it easier for the proposed business person and for council officers," he
said.
"We can provide advice and ideas on economic trends, potential demand, impact on the community, heritage issues, transport and supplies.
Mr Ryan said the scheme could help people decide about the suitability of a proposed business.
"For those who are not familiar with the region this advice can be invaluable.
"So far these meeting have resulted in some business ideas proceeding, some changing direction and other not being pursued," he said.
"It also means there are no surprises in store for the applicants throughout the process and so far the approach has been very successful.
"It allows for a much quicker and cohesive process for all involved," Mr Ryan said.
