Park tender a concern, says Mutimer

AN OFFER of binoculars for whalewatching from a company bidding for the leasehold of the Jubilee Lake Caravan Park is cause for concern, Hepburn Shire councillor Heather Mutimer says.

Speaking at Tuesday's council meeting, Cr Mutimer said the tender of Australian Tourist Park Management for "the operation, management and development" of the Daylesford park over a 20-year lease made her "nervous".

Cr Mutimer said she had reservations because the generic documents ATPM provided talked about "the uniqueness of the area" as "a beachfront region" and the offer of whalewatching binoculars.

"What might suit Queensland-type caravan parks may not suit here," she said.

"Their priority seems to be upmarket cabins. There is a fear that affordability of the caravan park may change."

The shire received tenders from Rob and Kristen Aberdein, the current lease holders, Ted Godden and Barbara Barry, from Daylesford, Adam and Angela Lawler from Buninyong and ATPM.

ATPM offered $154,545 rent for the first three years along with capital works of $1.4 million including $130,000 in the first year.

It will also be given a separate agreement for a licence to operate a non-powered boat business on the lake.

ATPM managing director John Tilton said the company did include generic samples of marketing documents with its tender bids.

Mr Tilton also said that while the market determined pricing the company did not envisage an issue with affordability.

"We generally see it as a park that we want to improve and increase occupancy," he said.

Mr Tilton said ATPM would work to increase the park's star rating to three-and-a-half or four. A council report said the park, which is owned by the shire, has 80 powered sites, 20 camp sites, two amenities blocks and a residence/office/kiosk and storage sheds.
