LAWYER and former Victorian MP Diane Hadden will stand for council next year.
But Hepburn Shire Council's reputation could see the Creswick resident run for Ballarat City Council.
Ms Hadden said she was turned off by reports of the council being dysfunctional.
She may nominate for council elections in Ballarat.
"Depends on whether I'm still living out there and whether I can be bothered with the dysfunctionality of that shire at the moment," Ms Hadden said.
"To describe this as a disappointment is an understatement," Ms Hadden said.
"As a ratepayer and supporter of local government, I expect much more from our elected council.
"And I expect that councillor Heather Mutimer, who was the second female mayor of our shire, to be accorded respect and dignity from all fellow councillors which she so deserves," Ms Hadden said.
"But certainly I'm keen to, and I certainly keep a close watch on both the Hepburn Shire and the Ballarat City Council, as to the way it makes its decisions that impact on the whole community," she said.
Ms Hadden was a member of the Labor Party, before resigning because of concerns it no longer represented country Victorians and was city centric.
An additional councillor will be added to the Creswick Ward as part electorate changes next year.
Holcombe Ward Cr Bill McClenaghan said he would welcome Ms Hadden's candidacy.
"We need people who are willing to stick up for the ratepayers. We don't need any more people to just pass things through at this council," Cr McClenaghan said.
"I think she would be an excellent councillor," he said.
