NEWLY elected Hepburn Shire councillor Bernadette Stamatov died suddenly in her Clunes home early Tuesday morning.
The Cameron ward councillor was in positive spirits after being elected to the new-look council days before her death.
Cr Stamatov, 36, collapsed at her family home and was unable to be revived.
Council and the community were in shock yesterday as they tried to come to grips with Cr Stamatov's death.
Creswick ward councillor Janine Booth was at a councillor meeting with Ms Stamatov the night before her death.
"Bernadette was full of life and energy," she said.
"It's a real tragedy for her family especially because she was so young."
Birch ward councillor David Smith said it was the biggest shock he has had to face.
"We had our first meeting last night (Monday) and talked to one another," he said.
"Bernadette was looking forward to putting in 100 per cent for council and working with the new councillors."
Council's chief executive officer Victor Szwed said he, along with the newly elected council, wished to express their sympathy to Cr Stamatov's family.
Mr Szwed said the senior council officers had met with the new councillors just the evening prior and all had been very positive about the enthusiasm and energy that Cr Stamatov had shown.
"Her enthusiasm was inspiring as she expressed how keen she was to take on the new role and make a difference," he said.
"The officers and council were looking forward to working with Cr Stamatov who had already exhibited a strong positive attitude and desire to work with others."
Mr Szwed said the loss will be felt throughout the community.
Cr Stamatov had two young children and a husband.
She had been expected to take her oath of office at the council's statutory meeting on Friday evening.
Council is waiting on advice from the Office of Local Government regarding the situation.
Cr Stamatov had beaten incumbent mayor Michael Cheshire in Cameron Ward, polling 53 per cent to Mr Cheshire's 46 per cent.
