Last Tuesday's ordinary meeting at Yandoit Hall was Cr Mutimer's first meeting since returning from Thailand, where she was admitted to hospital with stress related health problems.

Cr Mutimer also apologised to ratepayers for absence after missing a council meeting in her ward at Bullarto on October 16.

"Serious health matters relating to internal council issues have effected my ability to properly represent my ward as good as I could," Cr Mutimer said.

She also accused Mayor David Smith and chief executive of excluding her from council issues.

"I don't feel at the moment that I'm being included, actually excluded," she said.

"I really hope we can return to providing proper governance for our ratepayers."

Cr Mutimer also expressed disappointment with council's handling of the Trentham boardwalk issue.

The boardwalk was demolished after it was revealed it didn't meet Australian safety standards.

"I was shocked when I returned to find the situation in the poor state it was in," Cr Mutimer said.

"I think the whole thing could have easily been handled in a way that would have helped the community more," she said.
